Only 17 per cent of the projects under priority one (P1) could meet target during the last fiscal year, according to National Planning Commission (NPC).
At the 24th meeting of National Development Problem Solution Committee, vice chairman of the NPC Deependra Bahadur Kshetri said that only 38 projects met the target out of the total 224 projects.
“The data shows that the project completion trend is also not satisfactory,” he said, adding that some 18 per cent development projects have completed 50 to 80 per cent of its works.
Due to delay in their execution they have been hit by the time overrun cost. “The expenses of some of the big projects have increased in unpredictable manner because of delay in their execution,” he added.
However, chairman of the NPC Prime Minister Dr Baburam Bhattarai questioned the effectiveness of the completed projects. “It is said that Karnali Employment Programme met its 99 per cent target,” he said, asking why the programme could not bring any changes in employment generation of locals.
Had the programme met 99 per cent of target it sho-uld have brought changes, said the PM, doubting massive corruption at local level due to all party mechanism.
“All party mechanism has been converting into a centre of corruption,’ he said, asking the local bodies to suggest alternative mechanism to it. Bhattarai also said that the government will sign a programme execution agreement with projects chives under P1 list.
